Bill making PSA (NSO) certificates permanent now a law

A Senate bill that seeks lifetime validity for birth, death, and marriage certificates is now passed into law.

Sen. "Bong" Revilla Jr., chairman of the Committee on Civil Service, Government Reorganization and Professional Regulation, is a co-sponsor of the new law with principal author former senator Francis "Kiko" Pangilinan.

According to Sen. Revilla Jr., the bill has come into legislation to address concerns that some private entities and government agencies only accept copies of PSA birth certificates obtained within the past six months, creating the impression of a six-month validity.

"Marami kasi sa ating mga kababayan ang lumapit sa atin tungkol dito. Dati rati kasi ang patakaran ng marami, dapat six months before issuance ang certificate para tanggapin nila. Kapag more than six months na, kailangan kumuha ka ulit ng bago," said Sen. Revilla in his Facebook Live update on Tuesday.

(A lot of our people have asked me about this. Before, many required that it should be six months before the issuance of the certificate so they would accept it. If more than six months, you need to get a new one.)

Republic Act (RA) 11909, also known as the "Permanent Validity of the Certificates of Live Birth, Death, and Marriage Act," became law last July 28, 2022. This means that the said civil registry documents issued, signed, certified, or authenticated by the Philippine Statistics Authority (PSA) and its predecessor, the National Statistics Office (NSO), or even those released by the local civil registries, shall now have permanent validity regardless of their date of issuance.

The new law states that birth, death, and marriage certificates will be valid at any time which shall be accepted and recognized in government and private transactions that require proof of identity and legal status, "provided that the document remains intact, readable and still visibly contains the authenticity and security features."

The Certificate of No Marriage (CENOMAR) is not included and is valid for only six (6) months as repeated marriage is possible.
