SIM registration law to take effect on December 27, 2022

The SIM Registration Act, which aims to fight text scams and spam, is set to take effect on December 27, 2022, Senator Grace Poe said.

According to an ABS-CBN news report, Senator Poe announced the timeline for the new law during a hearing on the PHP 11.32-billion proposed Department of Information and Communications Technology (DICT) budget for 2023.

On December 5, there will also be a public hearing, and on December 12, the DICT is slated to disclose the measure's implementing rules and regulations (IRR).

"December 12 is the issuance of the IRR," said Senator Poe. "So it [SIM Registration Act] will be effective definitely on December 27."

The National Telecommunications Commission (NTC), in coordination with the DICT, the National Privacy Commission (NPC), and telcos and consumer groups, were tasked to issue IRR 60 days after the bill was passed.

"The telcos [telecommunication companies] are also waiting for the IRR so it will be clearer to them how to police these texts," added Poe.

Signed into law on October 10, 2022, by President Ferdinand "Bongbong" Marcos Jr., the SIM Registration Act requires the registration of SIM cards, aiming to prevent mobile phone-enabled crimes such as text scams.

Once enacted, new SIM card owners will be required to present their personal information and a valid ID before they can purchase a new SIM. Meanwhile, existing users will be given 180 days from the law enacted to have their SIM cards registered. A grace period could extend the deadline for SIM registration for another 120 days.

Even before the law was signed, telcos began preparing to implement SIM registration within their own systems.

Companies have also made steps to combat text scams, one of the issues the SIM Registration Act seeks to address.
